ACHIEVEMENTS
Over the years, trained manpower
(M. Phil; double Masters and Masters in Transport Planning
and Engineering) and basic infrastructure facilities
(Building, Laboratories, Library) have been developed.
National Transport Research Centre has completed 262
research studies in various modes of transport.

Besides, the Centre has completed
39 studies sponsored by Provincial Governments, World Bank,
Asian Development Bank, National Highway Authority,
Railways, etc. The Centre is represented on various
Committees and Working Groups for preparing Reports/Policy
Documents, including Comprehensive National Transport Plans,
Five year plans etc.
R & D SUPPORT FOR TRANSPORT SECTOR
National Transport Policy
Due to increased economic growth in
the country, the transport sector has to keep in step with
it and support the national goal of 7+ per cent annual
growth of the economy in the short to medium term. National
Transport Policy is being prepared with this objective. It
would establish a transport system that provides efficient,
safe, reliable, equitable and environment friendly access
and mobility for people and goods, thereby supporting the
Government’s goal of increasing public
welfare through economic
growth, human development and poverty reduction. The
transport system should meet the collective and individual
transport needs at the least possible cost to the national
economy besides ensuring optimum utilization of available
resources. The
Asian Development Bank (ADB) has extended technical
assistance for the formulation of a comprehensive and
integrated National Transport Policy of Pakistan. The
comprehensive transport policy is expected to be completed
through a consultative process with the various stakeholders
during 2006-07.
Pakistan Transport Plan
Study
The Pakistan Transport Plan Study was assigned to
NTRC by the CDWP. The Phase-I of study (Pakistan Transport
Plan) has been completed in collaboration with JICA Experts
covering all major modes of transport under the Technical
Grant Assistance from the Government of Japan. During
Phase-II, work on preparation of a Feasibility Study for the
Construction of 2nd Kohat Tunnel has been undertaken and is
expected to be completed during 2006-07.

Bank
NTRC collects data relating to
transport sector in the country. This includes
historical data regarding road length, vehicular
population, accidents and driving licenses etc. NTRC
is also acting as a Focal Point for Road and Road
Transport Statistics for the various national and
international agencies.

Traffic
Counts & O-D Surveys
|
Traffic counts and
Origin-Destination (O-D) surveys are essential for
sound Transport Planning. Such surveys are carried out
by the Centre on countrywide basis.

Bus
Train
|
NTRC
Bus Train was designed and developed by NTRC in
collaboration with the Trailer Development Corporation
(TDC) and the defunct Karachi Transport Corporation (KTC)
as a low – cost mass transit facility in 1989. The
Bus Train was operated in Karachi from 1989 to 1990
through the Karachi Transport Corporation and later
between Rawalpindi and Islamabad from 1991 to 1993
through the Punjab Road Transport Corporation (PRTC).
It remained under the use of SAF Games Secretariat
from 2001 – 2003. On
the request of Islamabad Traffic Police (ITP), NTRC
Bus Train was provided to them in March 2006 to
facilitate the commuter traffic due to public
transporters strike. Later on the Islamabad Traffic
Police requested to retain the Bus Train for trial
operations. Islamabad Traffic Police (ITP) carried out
overhauling of the Bus Train and started its trial
operations on various routes. At present the Bus Train
is being operated from Pak Secretariat to G-9 and from
Karal Chowk to Faisal Mosque with the basic objective
of creating awareness about traffic safety, rules and
to assist commuter journey of low income travelers on
‘no profit, no loss basis’ by charging a nominal
fare of Rs.5/- per trip to meet the operating costs of
the Bus Train.

Quality
Urban Bus
|
In order to study the effects of
deregulated fares on bus service quality in the
private sector, NTRC successfully undertook a High
Quality Urban Bus Demonstration Project in
collaboration with a private entrepreneur who met all
the capital, maintenance and operating costs of 13
Mazda Coaches (25 Seater). The pilot project proved to
be successful in presenting the concept of deregulated
fares for quality service.

Quality
Checks
|
Quality checks of different sections of National
Highways and Indus Highway for the National Highways
Authority have been carried out.
Besides, monitoring of highway projects is
carried out in collaboration with the Projects Wing of
Planning & Development Division.

Low
Cost Roads
|
Seven low cost roads have been constructed by the
Centre in various parts of the country. An evaluation
at the end of 5 years operation has clearly brought
out that these roads provide a satisfactory and cost
effective all-weather access for vehicular and
pedestrian traffic.

Training
Programme
|
The Centre has organized 10
courses on ‘Transport Project Planning’ at the
national and regional level (SAARC). Besides Road
Engineers Refresher Courses were held for the National
Highway Authority (NHA) under a collaborative
arrangement.
|

Extensive training about traffic law enforcement and
accident recording using computer package was provided
to the National Highway & Motorways Police (NH
& MP) officials to ensure safety on our roads.
Besides Technical Lectures/Seminars on current topics
are also arranged.

Fuel Efficiency in the
Road Transport Sector (FERTS) Project
|
NTRC is providing the necessary
inputs for the UNDP-Aided FERTS project to ENERCON and
helping in identifying and in determining the scope of
work and modus operandi for the various studies
required to affect fuel efficiency and energy saving
in this vital sector.

Appraisal
of Development Projects
|
NTRC is represented on the
Executive Board and Technical Working Parties of NHA.
It also carries out appraisal/evaluation of highway
and other transport development projects.
|
RESEARCH
WORK
|
The role of NTRC is basically in
an advisory capacity. The results and findings
of the research studies are provided on request.
Greater emphasis is being placed on
mission-oriented applied research work for a
direct application in the field. Besides
developing expertise to provide impartial advice
based on sound transport research, the objective
is to work with various transport sector
agencies to enable formulation of sound
transport policies.
